This is probably the best app for finding friends nearby and talking to them. As soon as you like each other, you can video chat for free for as long as you want. It is definitely worth it to buy the full version! I downloaded the app a couple days ago and liked some people here and there. In about 1 day I had 3 friend requests already. The surprising thing about this is that none of them were bots! Usually on dating or meeting apps there are tons and tons of bots that just spam you with links and other garbage. This app is 100% legit and I definitely recommend it.
